Jason Allison is a public affairs director with Foley & Lardner LLP. He has extensive experience in both the public and private sector in Florida, and focuses on information technology and systems implementation.
Mr. Allison is highly skilled at managing the creation, implementation and maintenance of information systems in highly structured and unstructured environments. He assists clients doing business with state and local government in complying with regulations, relying on his deep understanding of government operations and IT issues, combined with his years of experience in the public and private sectors.
Mr. Allison has served as CIO and executive director for Florida’s Agency for State Technology, the state’s enterprise information technology organization. As the agency’s leader, Mr. Allison was responsible for the management and direction of technology programs, services and policies. He identified efficiencies, increased IT coordination and compliance, and strengthened connections with agency and private sector businesses. His role included oversight of the agency’s operations, including the State Data Center, Security and Strategic Planning teams. He also oversaw the creation of robust infrastructure and enterprise architectures, as well as provided guidance on the development of IT policies, procedures, standards and rules.
Mr. Allison’s technology oversight experience also includes serving as information technology policy coordinator at Florida’s Executive Office of the Governor, Policy and Budget. In this role, he identified statewide policy issues and developed legislation to address shortfalls in state enterprise information technology governance, and analyzed and briefed the governor on legislative budget requests.
Prior to serving in the Governor’s office, Mr. Allison served as CIO and director of information technologies at the Florida Department of Business and Professional Regulation. Mr. Allison was responsible for a $9 million budget and developed a comprehensive IT strategy for the department. He ensured data integrity and system security in an open government environment.
Mr. Allison served as Governor Rick Scott’s IT policy coordinator, where he identified statewide policy issues and drafted legislation to address shortfalls in state enterprise IT governance. He also monitored IT projects for compliance, testified before legislative committees and served as the Governor’s appointee to specialized IT workgroups and task forces.

Ron Joined ADT Cybersecurity upon ADT’s acquisition of Secure Designs, Inc in August of 2018. As the Senior Director Technology and Solutions Ron is responsible for the design and architecture of the systems employed by ADT Cybersecurity to deliver Cybersecurity solutions to their customers.
Ron was the founder of Secure Designs Inc., and served as the CTO, technology architect, MSS visionary and security evangelist for the company. Ron has more than 30 years of experience in the technology, channel and security fields, starting in the US Navy as part of the Naval Security Group which he served for 10 years. After transitioning out of the Navy he started work at and later owned a successful nationally recognized solutions provider business until they formed their Managed Security Services Provider in 2000.
Ron is an out-of-the-box thinker actively engaged in expanding the understanding of security and technology for businesses of all sizes. Ron's expertise as a security consultant, technology innovator and industry thought leader is in high demand with companies, business councils and technology associations. A regular speaker and writer on channel issues, technology legislation, cloud and internet security, he is particularly known for his thought leadership role in encouraging small and mid-sized businesses to protect their data and personal assets from the growing body of IT threats and breaches.
He is an active member of multiple industry advisory councils and boards and has served as the Chair of CompTIA’s IT Security Community, Member of CompTIA’s CAPC, Community Executive Board, and IoT working group. Ron is also an active member of the North Carolina Technology Association where he serves on the Advisory Council. In addition to the many industry councils and boards he also provides mentorship to several entrepreneurial organizations.
Ron has won multiple industry awards and honors including the MSPmentor 250, ChannelPro 20/20 Visionaries, and the 2017 CompTIA Tech Champion award for leadership in the technology sector.
Guy joined the University of West Florida in August 2018 as assistant director. He specializes in hands-on, scenario-based curriculum development, cyber range operations, and business and program development. He received the Florida Wired Grant and earned an M.S. computer science/software engineering from UWF in 2010. He has also earned an MBA from the University of Phoenix and a Bachelor of Arts in Journalism from the University of Georgia. Guy uses his experience in communications, technology, and business to build and grow cyber education and training. He launched Gulf Coast State College’s cybersecurity program and built a unique training relationship with USNORTHCOM. He also founded Corps Tigris, the nation’s first collegiate cyber demonstration team, which was recognized as the 2018 National Cyberwatch Center Innovations in Cyber Security Education – Best Local Partnership Category honoree for “Guiding Girl Scouts Through a Computer Science Journey.” USNORTHCOM selected Guy as the keynote presenter for Cyberlibertad II (Mexico City), Cyberlibertad 17 (USSOUTHCOM, Miami), and as the only academic subject matter expert for the inaugural cyber component for the 2018 multi-national Tradewinds Exercise.
Brad Gow is the Global Cyber Product Leader at Sompo International, where he provides oversight of the company’s cyber-related product development, underwriting operations, services procurement and overall strategic direction in all geographies.
Prior to Sompo’s acquisition of Endurance he served as Senior Vice President and Product Officer for Endurance Pro, which included underwriting management and oversight of the team’s professional liability and cyber products.
From 2002 through 2008 he was a Vice President in ACE USA’s Professional Risk division, responsible for all professional liability product management operations. Mr. Gow also led ACE’s technology E&O and network risk underwriting operations, including the development of the ACE DigiTechsm and ACE DataGuardsm lines of products.
Mr. Gow co-founded NetDiligence in 2000, a venture backed organization providing network security, incident response and forensic computer investigation programs specifically suited to the needs of insurance carriers and brokers.
Mr. Gow also spent eight years working in the Japanese and Thai insurance markets for CIGNA International and American International Group.

James Grant was born in Tampa and raised on the same Carrollwood property his family has lived on for more than 75 years. James is the co-founder of a Health IT company and currently works to reduce the costs of healthcare. He earned his Bachelor of Business Administration from Auburn University and a law degree from Stetson University College of Law in Gulfport, Florida.
Timm Heisey hails from Bakersfield, California. He graduated from the United States Naval Academy in 2000 with a degree in Economics. He became a Navy Pilot flying surveillance planes. During his 2 aviation deployments, he learned Arabic. As the Navy strived to support the Army’s ground mission in Iraq, he volunteered to train and deploy as a Civil Affairs Officer. He was then trained in Somali, graduated De-briefer School, and served 4 more deployments working with Navy Expeditionary Command, Navy Special Warfare, and Joint Special Operations Command. Following an injury, he shifted into the Navy Reserves and Cyber Warfare in 2014. He is in charge of Operation CYBERTRON, a collaborative national reservist response in the event of a meditated attack on the US electrical grid. He also works as a Financial Advisor with Merrill Lynch. He has a Certification in Lean Six Sigma from Harvard Business School (2009) and a Masters in International Studies from the Naval War College (2011).
Fred E. Karlinsky is Co-Chair of Greenberg Traurig’s Insurance Regulatory and Transactions Practice Group. Fred has more than 25 years of experience representing the interests of insurers, reinsurers and a wide variety of other insurance-related entities on their regulatory, transactional, corporate and governmental affairs matters. Fred is a recognized authority on national insurance regulatory and compliance issues and has taken a leadership position in many insurance trade organizations, has led many industry-driven legislative and regulatory initiatives, and is a sought after thought leader who has spoken and presented to insurance executives and governmental officials, both nationally and internationally.
Fred has a long history as a primary strategist in all types of insurance-related legislative and regulatory initiatives for all kinds of insurance, including homeowners, automobile, workers’ compensation, medical malpractice and other lines of property and casualty and life and health insurance.

Christopher Keegan is Senior Managing Director and Cyber and Technology Practice Leader at Beecher Carlson in the Executive Liability Practice. Chris has over 25 years’ experience providing network, privacy, technology and media E&O insurance to clients. He has twice been voted as a Business Insurance Power Broker.
Prior to joining Beecher, Christopher was a National Resource at Willis for Cyber and E&O and a leader of the Information Risk Advisory Practice at Marsh focusing on Privacy, Technology, Media, Network Intellectual Property and Professional Liability insurance products. He has been instrumental in resolving large cyber claims during his time at those institutions
Before joining Marsh, Christopher was Vice President at Zurich Reinsurance (North America) Inc., where he was instrumental in the development of the Zurich Re E-Commerce and technology reinsurance portfolio, advising the company with regard to infringements of intellectual property rights, breach of rights of privacy, electronic contracts, electronic signatures, trademarks, trade secrets, electronic attacks and electronic breaches of security.
Chris also worked in New York and London as a lawyer in private practice from 1985 to 1999. During this period, he worked on risks faced by financial institutions and technology companies, including those arising from computer crimes and Y2K dealing with matters in the United Kingdom, Europe, the Middle East, the Far East, Latin America and the United States.
Christopher is often asked to speak on cutting edge topics at seminars and functions throughout the United States and Canada. He has published articles and books on privacy, intellectual property and technology and is licensed to practice law in New York, New Zealand and England.
Chris is a Senior Research Fellow at the University of Maryland, Smith School of Business and assisting efforts for the Department of Homeland Security and NIST in designing assessments for Cyber and technology risk and identifying gaps in cyber research. He has also been working with the World Economic Forum on quantifying systemic cyber risk. Andrew Lenzen received his appointment to the Federal Bureau of Investigation (FBI) as a Special Agent in 2000 and he was assigned to the Miami Field Office. He was part of Miami’s National Security Branch where he investigated cyber intrusions and counterterrorism threats. His work received international attention while tracking one of the most wanted terrorist subjects in the world. Additionally, Mr. Lenzen was a certified Hostage Negotiator and an operator on the Hazardous Material Operations Team.
Mr. Lenzen was promoted to Supervisory Special Agent in 2007. He worked in the Bureau's Counterintelligence Division and was responsible for managing export law violation investigations. He received the National Intelligence Meritorious Unit Citation during his tenure. In 2009 Mr. Lenzen received a promotion to the Tampa Division managing Orlando’s Joint Terrorism Task Force (JTTF). As the Orlando JTTF Supervisor, Mr. Lenzen was awarded the FBI’s High Impact Leadership Award. Also, Mr. Lenzen was the crisis management coordinator managing command posts and special events. Currently, Mr. Lenzen manages the Infragard Program and cyber investigations in Central Florida.
Mr. Lenzen earned a Bachelor of Arts in Mathematics from St. Olaf College in Northfield, Minnesota, and a Master of Science in Telecommunications from St. Mary's University of Minnesota.
Secretary of State Laurel M. Lee was appointed by Governor Ron DeSantis as Florida’s 36th Secretary of State and began serving in February 2019. Secretary Lee previously served as the Circuit Court Judge in Florida’s Thirteenth Judicial Circuit in Hillsborough County. She was appointed to the Circuit Court by Governor Rick Scott in 2013 and re-elected without opposition in 2014.
During her time as Circuit Court Judge, Secretary Lee presided in the Circuit Civil Division, the Civil Appellate Division and the Domestic Relations Division. She was also a member of the Florida Supreme Court’s Steering Committee on Family and Children in the Courts and the Florida Supreme Court’s Commission on Trial Court Performance and Accountability.
Prior to serving as a Judge, Secretary Lee was an Assistant United States Attorney in the Middle District of Florida where she initiated and prosecuted a wide range of criminal offenses. Her special responsibilities included serving as the Violence Against Women Act Coordinator, the coordinator for the interagency Bankruptcy Fraud Working Group, and as the lead prosecutor for the Child Prostitution Task Force.
Before becoming a federal prosecutor, Secretary Lee worked as an Assistant Federal Public Defender in the Middle District of Florida and as a judicial law clerk to United States District Court Judge James S. Moody, Jr. She previously practiced law at Carlton Fields, P.A. in Tampa where she specialized in antitrust and complex business litigation.
In addition to her extensive legal and judicial experience, Secretary Lee has been an active member of her community where she has served on a variety of local boards and volunteered with numerous community organizations, including as a pro bono attorney through the Bay Area Legal Services Domestic Violence Assistance Program.
Secretary Lee received her Bachelor’s Degree and a Juris Doctorate from the University of Florida, where she was a member of Florida Blue Key. She was inducted into the University of Florida Hall of Fame in 1999.
Secretary Lee is married to Florida State Senator Tom Lee and they have three children, Regan, Brandon and Faith.

Jimmy Patronis is a native Floridian born and raised in Panama City. He earned his associate degree in restaurant management from Gulf Coast Community College and a bachelor’s degree in political science from Florida State University. He is a partner in a family-owned seafood restaurant called Captain Anderson’s that celebrated its 50th anniversary in 2017. His public service career began with experience as an intern in the Florida Senate and the United Kingdom’s House of Commons. Following Patronis' college graduation, Governor Lawton Chiles appointed him to the Florida Elections Commission, and he was later reappointed by Governor Jeb Bush.
He served in the Florida House of Representatives from 2006 to 2014, representing his hometown region in the Florida Panhandle. He was appointed to serve on Florida’s Public Service Commission, as well as the Constitution Revision Commission, which meets once every twenty years to propose changes to the state constitution.
He is recognized for outstanding leadership in his hometown of Panama City and throughout Florida. Committed to active civic engagement and business development, he has chaired the Greater Panama City Beach Chamber of Commerce’s Economic Development Council, served on the board of the Bay County Economic Development Alliance, the Salvation Army Advisory Board, the Bay County Chapter of the Florida Restaurant and Lodging Association, and as national president for the Florida Vocational Industrial Clubs of America. As Vice President, Chief Information Security Officer for GuideWell and Florida Blue, Jason Raymond is responsible for leading an enterprise information security and data privacy program that meets the needs of the business, subsidiaries, clients and providers to ensure that we adequately protect our data.
Prior to joining the organization in 2016, Raymond served as Vice President and General Manager of Astadia, a Jacksonville-based global technology services firm. In this role, he was responsible for leading all IT-related activities, including information security. Before assuming that role, he served as Vice President of Information Technology, Operations.
Prior to joining Astadia, he served in several senior leadership positions with Prosperity Bank in St. Augustine, Fla., including Executive Vice President, Chief Information Officer, with responsibility for leading information security; Senior Vice President, Chief Technology Officer; and Assistant Vice President, Director of Information Technology.
In 2019, Raymond was appointed by Governor Ron DeSantis to the Florida Cybersecurity Task Force, which is responsible for analyzing and identifying potential improvements for state government cybersecurity programs. Raymond has been a 40 Under 40 honoree of the Jacksonville Business Journal and is a board member of the Northeastern Florida STEM2 hub, which promotes education and training in science, technology, engineering, math and medicine. Dr. Blake Roberts is a Program Management Principal at Lockheed Martin where he is responsible for leading advanced/special programs for government and commercial customers. His career has spanned various roles working within industry, academia, and at a Federally Funded Research & Development Center where he delivered breakthrough technologies and security solutions such as resilient systems/software; sensor/weapon systems; self-driving cars/unmanned vehicles; and air/ground/sea/space/information technology platforms.
Dr. Roberts expertise is in Systems Engineering having received a PhD from George Washington University, a M.S. from the University of Southern California, and a B.S. from Embry Riddle Aeronautical University. He has over 25 publications and book chapters contributing to advancements in autonomy, artificial intelligence, cyber security, data/computer science, engineered resilience, sensing/perception, and systems engineering.
He currently resides in Orlando, FL with his wife and daughter.
Jonathan R. Satter was appointed as Secretary of the Florida Department of Management Services (DMS) by Governor Ron DeSantis in 2019. The Department’s primary mission is to support sister agencies as well as current and former state employees with workforce and business-related functions. DMS provides services to state government, state universities, counties, local municipalities, and independent taxing districts throughout Florida.
Prior to his appointment as Secretary, Jonathan spent 28 years in the banking, commercial real estate and logistics industries. With his recent appointment by Governor DeSantis, he has served the State of Florida in various capacities under four governors. In addition to a wide variety of community and business activities, he currently serves as Vice Chairman of The Michelle McGann Fund, a charity focused on juvenile diabetes founded by his wife Michelle McGann, and as a Board Member of Rendina, a national health care real estate services development firm.

Devon Scheible is Vice President at Tom Nehl Truck Company. He provides leadership in the areas of accounting, human resources, information technology, and marketing across four locations in Florida and Georgia. Devon joined Tom Nehl after a previous career in higher education where he served as Director of Residence Life at Jacksonville University. He earned a bachelor’s degree in criminal justice from The University of Toledo and master’s degree in college student personnel from Bowling Green State University. As Director of the Florida Center for Cybersecurity (Cyber Florida), Sri Sridharan provides strategic oversight, develops critical industry and government relationships, and spearheads initiatives to drive workforce development and innovative cybersecurity research to position Florida as a national leader in cybersecurity.
A seasoned expert and entrepreneur with more than forty years of experience and three masters’ degrees in computer science, mathematics, and applied mathematics, Sridharan has worked with companies ranging from small startups to international industry giants like IBM. Throughout his career, he has held top executive positions in companies providing technology solutions to enterprises across different verticals.
Pat is the Cybersecurity Program Manager at the NIST Manufacturing Extension Partnership (MEP). She works with MEP Centers nationwide to improve the cybersecurity posture of small manufacturers.
Formerly Pat was the lead for the NIST Cybersecurity Small Business Outreach. She served as the Chair of the Federal Information Systems Security Educators’ Association (FISSEA) Technical Working Group, and Chair of the Federal Computer Security Program Managers’ Forum.
Pat has worked on numerous documents and projects during her 28 years at NIST including SP 800-53, SP 800-53A, SP 800-171, SP 800-16 rev 1, NISTIR 7621 and Handbook 162. She is a recipient of the Department of Commerce Gold and Bronze Medal Awards and the 2018 NIST Uriano Award.
Pat holds a Bachelor of Science in Computer Science and Math from the State University of New York Maritime College. She served in the Navy as a Cryptologic Officer. Pat received a Joint Service Achievement Medal for her work on the rainbow series of computer security guidelines while assigned to the National Security Agency.
Michael joined the Florida League of Cities in 1996 as a Network Administrator. Promoted to Associate Director of Technology Services in 2000, he has helped grow the Florida League, along with its 210+ employees, into one of the nation’s largest and most successful State Leagues that it is today. Michael took over as Director in 2015 while also serving as Executive Director for the Florida Local Government Information Systems Association (FLGISA), providing assistance and education for our Florida local government technology leaders to collaborate, innovate and communicate for the benefit of the communities they serve. He also participates on executive advisory councils for both Valencia College and the Florida Digital Government Summit. Michael brings over 25 years of experience in the field of information technology, and has extensive experience in infrastructure, telecommunications, security and enterprise computing. Michael holds a Master’s degree in Information Systems Management from the University of Phoenix and a Bachelor of Science degree in Aviation Management/Flight Technology from Florida Tech. He is recognized as a Certified Government Chief Information Officer (CGCIO), a Microsoft Certified Systems Engineer (MCSE) and an Instrument rated Commercial Pilot.
Michael Wee currently serves as a cyber systems engineer for the Engineering and Sciences organization within Northrop Grumman’s Mission Systems sector.
In this role, he serves as lead systems engineer and architect, engaging in all aspects of Cyber and Information Operations (IO) capability development, testing, and operations for the sector.
Michael Wee has more than two decades of commercial and military systems engineering experience delivering telecommunications systems engineering and network infrastructure design to the Department of Defense (DoD) and Intelligence Community (IC). In addition to other cyber and intelligence focused engineering roles of increasing responsibility at Northrop Grumman, he previously served as the lead systems engineer and architect supporting the design, technical integration and implementation of the DoD Cyber Range next-generation architectures.
Prior to joining Northrop Grumman, Wee served as assistant director of operations for the 33rd Network Warfare Squadron of the United States Air Force (USAF) in San Antonio, Texas. In this role, he led a high-performing team of systems engineers executing defensive information warfare (IW) operations missions in the USAF worldwide command, control, communications, and computer information protection operations center.
Michael Wee earned a bachelor of science degree in electrical engineering from the U.S. Air Force Academy. He is currently attending Southern Methodist University in Dallas, Texas, to earn a master of science degree in telecommunications engineering.

His wide-ranging leadership and entrepreneurial background includes serving as President and CEO of Flatiron’s Solutions; Vice President for Science Applications International Corporation (SAIC); and, Director, eSpace Incubator at the Center for Space Entrepreneurship, among other commercial affiliations.
Prior to his leadership tenure in the private sector, Zelibor had a distinguished 30 year career in the United States Navy, retiring as a Rear Admiral in 2006. Other highlights of his extensive career in space-related positions include Director of Global Operations, U.S. Strategic Command, Deputy for C4 Integration and Policy/Department of the Navy Deputy CIO; Director, Space Information Warfare, Command and Control Division, and as Commander, Naval Space Command. He also held the position of Dean, College of Operational and Strategic Leadership at the Naval War College in Newport, RI.
He received his Bachelor of Science degree in Oceanography from the United States Naval Academy in 1976. He was a Naval Aviator early in his Navy career before branching out into space and information technology assignments. The highlight of his military career was as Commander, Task Force Fifty, where he led three U.S. carrier battle groups, two NATO carriers, nearly 60 other U.S. and coalition ships, 300 aircraft and thousands of personnel in the North Arabian Sea conducting combat operations in Afghanistan after the attacks of 9/11.
